Summary/Abstract: In this article, the authors aimed to induce reflection on some strategic and development challenges the Polish state should deal with. The issues discussed in this paper concern safety, administration, welfare state and public finance. Many of the aspects seem to be current topics, especially regarding state-owned enterprises. A number of questions emerges, among them: to what extent state interference is conducive to development and citizens’ well-being, and to what it slows down the economy and limits civil liberties.
