Summary/Abstract: In this article we proposed to emphasize the evolution of governance from the antiquity until the present moment. In this sense, we have taken as a starting point political theories regarding governance authored by Aristotle, Cicero, Montesquieu and, obviously, E.U. In the last case we had in view multilevel governance, specific to the E.U., its definition and characteristics.
