TRACING INNOVATION IN VISION STATEMENTS: A STUDY ON METROPOLITAN MUNICIPALITIES IN TURKEY

Summary/Abstract: The rapid change in the world, creates new problems and traditional methods are often inadequate to solve them. This change also takes place in the field of management and traditional management method is replaced by governance. Innovation is needed for the solution of the emerging problems in the public service and provision of new approaches such as citizen orientation and participation. Although the power and facilities of the government makes the implementation of innovation in the public sector easier, there are many factors that makes this process difficult. When the positive effects of innovation on the development of countries and welfare of the society is considered, it is clear that, these preventive factors must be eliminated and innovation must be provided. From this point of view, the vision notifications, which represent the point that the institutions want to reach in the future, are an important indicator for revealing the level of support for innovation. Vision statements of the Metropolitan Municipalities, which are located in their strategic plans published on their websites, are examined in this study
