Summary/Abstract: The rapid technological development in the Internet era, besides having greatly facilitated life, in many societies, it has caused confusion, uncertainty and insecurity in the technological, economic, political, cultural, sociological and psychological aspect.In such a rapid period of an indispensable development and in step with other societies, the internet has enabled the presence of other media everywhere, both in urban and rural areas, and has facilitated the extent of its impact, becoming the basic source of information. Moreover, almost all other media, such as newspapers, portals, and television stations, use the internet as a communication network. Therefore, many cultural phenomena have remained under the shadow of online media development, as one of the leading information agencies.The Kosovar society, as never before, is informed and has access to various information domestically and in the world. But on the other hand, the information processing system on the Internet does not refer to any verifiable public culture or standard and thus, over-information (information hyper-production) creates cultural and social problems of information quality, namely of the public authority that verifies the information. Not only Kosovo but other countries are also facing this danger...How to create a trusted public authority that provides information? This is the dilemma that deals with the amount of information today and with its quality, even in Kosovo, without forgetting also the other (social, propagandistic, economic) motives on which today’s internet culture is set up as a kind of industry.
