Summary/Abstract: Spiru Haret’s name will remain forever linked to modernization of the Romanian education. Three times minister of education, Haret was also a visionary, a true social reformer, a promoter of Romanian modern social protection system. In his works we find many opinions, theories, draft legislation on a wide variety of topics that today form the scope of social policy: education, arts and culture, security and social assistance, wages, agriculture, public health and nutrition, waste recycling, the selection and placement of labor force, etc. He proposed solutions for the most acute social problems facing the Romanian society in the late nineteenth and early twentieth century, solutions that could be successfully applied today. Without denying the contributions of other people of his time, we can say that such a wide approach almost overlaps both political activity and works of the famous minister over public policy of his time.
