Summary/Abstract: The study attempts to capture the image of the „noocrat”, the ethicalruler, part of a ruling group of leaders, through an ethical reading. The approachemphasizes the ethical dimensions of the „doctrine of substance” proposed by theRomanian philosopher Camil Petrescu (1894–1957) in 1940 within a scientific andphilosophical original conception, a „reconstitution through knowledge”: a philosophicalcreation, opposed to mystifications in social and political life, opposed also to the crisesof modernity and history and oriented toward the adequacy to the „concrete”, in orderto achieve a state order and a sovereignty based on the selection, support and creationof substantial values (overlapping maximum points attained by conscience, knowledgemorals, sensitivity and esthetics). The interpretation relates this image to the discussionrole of philosophy in at Ernst Cassirer in The Myth of State, to the Rortian ironist and tothe image of modern infusion of automatism in human life and Herbert Marcuse’s onedimensionalman.
