Summary/Abstract: This paper discusses the results of the research on the evaluation practice in regional and local authorities in Poland. The aim of the study was to analyze the main conditions of use of evaluation of the EU projects in communes and counties in Poland. The research questions concerned: the scale of evaluation practice, methods of its application, functions of evaluation and factors favouring or limiting development of evaluation practice at local level. In the field research quantitative and qualitative techniques were used, including computer assisted telephone interviews with representatives of 150 local units in four Polish provinces (regions), in-depth interviews with representatives of 13 local units and analysis of documents. The research showed that evaluation at the local level is rather limited and misused. Evaluation is regarded as a formal requirement associated with implementation of the EU grant, as a necessity rather than the instrument which might be used to improve the effective functioning of regional and local authorities. The main barrier to the practice of evaluation is a lack of knowledge about evaluation and a low level of internal motivation for its use.
