Summary/Abstract: The aim of the paper is to define the conceptual framework for the controlling system of science activity of the university in the light of the criteria for categorizing scientific entities. The first part of the paper outlines the principles for the evaluation of scientific activity. The second part contains a reference of the planned activities to the expenditure incurred and the proposed measuring their effectiveness. The conceptual framework of the contorolling system of scientific activity assumes the functioning of three subsystems. The first of these includes current records of scientific achievements (according to the principles of parameterization) and a parallel record for registering costs incurred for this purpose. The second subsystem is based on comparisons with previous period of parameterization and reference values of the higher category. The third of the subsystems includes a set of indicators enabling the measurement of the effectiveness of the conducted activity.
