Summary/Abstract: People with disabilities are one of the largest minorities in the world. They are often marginalized due to disability and are less competitive on the labor market. In many countries these people are covered by special care and protection of the state. This assistance is also used by local governments at various levels. In Poland, disabled people are covered by individual labor market instruments. They are financed from the State Fund for Rehabilitation of Disabled Persons and implemented by county institutions. Based of the results of research and literature studies, it should be noted that county governments do not involve their own funds to finance assistance for people with disabilities. Thanks to the implementation of subsidies for employment and self-employment in 2010-2017 over 14.6 thousand disabled people found employment. However, the average cost of leaving unemployment was almost 30.000 zlotys. Despite spending PLN 477 million for this purpose in 2010-2017, this did not significantly affect the situation of disabled people on the labor market. The situation of disabled people was mainly dependent on the general economic situation of the country and not on the tasks carried out by county governments.
