Summary/Abstract: The primary task of security policy at all levels of government is to ensure survival, territorial integrity and high standards of social life, including public safety. Creating friendly living conditions at different levels affects not only the sense of non-threat in everyday life, but also the state of the whole state. Therefore, it is desirable that all activities aimed at ensuring safety are two-way. Central government authorities should create legal instruments to generate national level security and support local initiatives, which in turn contribute to the state security area. One way in which individual levels can implement security policies is to develop and implement preventive programs that will co-create safety management systems at state and local level. The municipal government is an authority with knowledge of local problems, needs and social concerns (it has the most detailed and objective data on the state of safety) so that its authorities can be used to implement disaster prevention activities at the information, education and interventional levels. They will therefore affect the regional security management system, inter alia through preventive programs, especially anti-terrorist measures.
