Summary/Abstract: The subject of the paper is the exploring possibilities of use of the Public Value concept to the management of local companies on the example of the public transport sector in large cities in Poland. According to the concept, the uniqueness of public management is the result of the collectivity of the public service consumer, which is something other than the sum of the individual customers. Stakeholders of services are composed of various groups that form a local community and articulate their needs in the democratic process of social dialogue. The analysis demonstrates that the Public Value concept can provide a useful conceptualizing to improve the strategic management of public companies, in particular, the comprehensive needs and satisfaction survey of a broad range of stakeholders.
