Commercial Presence (GATS-3) as a Mode of Service Supply between the European Union and the United States

Summary/Abstract: The goal of the article is to evaluate the role of GATS-3 mode of service supply in the trade between the European Union and the US in the years 2010-2014. The research period was determined by the availability of foreign affiliates statistics. The analysis covers all GATS’ modes of service supply except from the mode 4th. The research findings show that commercial presence plays a major or even – in a case of the US – the dominant role in the export of services of the researched countries. In contrast to the service flows which are covered by the balance of payment statistics (GATS-1 and GATS-2), the US reveal large advantage over the EU in trade under GATS-3 mode of supply. The analysis shows that the research on trade in services should not be solely based on the balance of payments statistics, as it could lead to faulty conclusions.
