Summary/Abstract: After the suppression of the 1956 Hungarian Revolution by the Soviet armed forces, in the successful management of the successive waves of more than two hundred thousand Hungarian refugees a key role was played by the Office of the UN High Commissioner for Refugees. Mainly based on Hungarian foreign and Party documents, the present paper explores the relationship between the refugee organization and the Kádár administration, which struggled with increasing foreign political isolation. Kádár’s emigration and foreign policies involved a very particular element based on reward and punishment, which set clear limits on cooperation with the UNHCR.
