Summary/Abstract: The opening of the NATO Archives in 1999 has significantly increased the possibilities for reconstructing Western policy concerning major global conflicts during the Cold War. The published documents give a comprehensive analysis, from a NATO perspective–and therefore that of Western foreign ministries–of the situation of the Soviet Union and its East-European satellites during the period of the Cuban missile crisis in autumn 1962. Moreover, the analysis offers an outline of a possible Western approach toward the region. These documents have been prepared by a working group dealing with the developments inside the Soviet bloc and the Political Committee of the NATO Council, the highest consultative and decision making forum of the North Atlantic Treaty Organization.
