Summary/Abstract: The article notes that in the late period of «perestroika» 1990–1991 economic and financial aid to the Soviet Union from Western countries, particularly from Germany and the USA, were politically motivated. Getting this assistance, Mikhail Gorbachev was often paid for this political concessions in the area of foreign and internal policy.
