Summary/Abstract: he article represents the confl ict between the Soviet Union’s Centre and the Russian Federation’s authorities. This confl ict was identifi ed with names of General Secretary of the CPSU, President of the Soviet Union M.S. Gorbachev and the chairman of the Russian Supreme Soviet, President of Russian Federation B.N. Yeltsin. These relations didn’t let to develop a unifi ed state policy of withdrawal the USSR from crisis and became plausible reason of the dissolution of the Soviet Union.
