Summary/Abstract: The biography of Petr Sergeevich Popkov (since 1946 – the first secretary of the Leningrad regional and city party committees, who was shot among the main defendants of the ‘Leningrad affair’) is poorly studied. After the ‘Leningrad Affair’ the names of main soviet and party leaders of the city of the 1940s been forgotten for a long time. Main studies devoted to the blockade, to postwar reconstruction of the national economy, to the ‘Leningrad Affair’ and to the rehabilitation of victims of political repressions, briefly illuminate some aspects of biography of P.S. Popkov, but do not analyze it. Each topic, mentioned above, has its own history of studying. The comprehensive approach to the evaluation of historical studies, devoted to the history of Leningrad of Stalin period, helps to highlight the key milestones of the political career of Leningrad party leader.
