Summary/Abstract: Kadı and naipler are the basic elements of the Ottoman state and judicial system. Dursun Fakih, who was appointed to Karacahisar by Osman Gazi in the Ottoman Empire. The Ottomans, who regarded the justice state as a base, stood diligently on the cultivation of the kadi and naipler.
