Summary/Abstract: The main thesis set forward in this paper is based on the understanding of the media as institutions of great significance to the development of a pluralistic soci-ety in the conditions of democracy. The ineffective means of media regulation and self-regulation question media’s ability to guarantee freedom of speech and thus their reform becomes a matter of urgency. The latter can be executed by the state institution of the ombudsman. The paper aims at analyzing the nature of the ombudsman as an institution in Bulgaria and at tracing the intersections between its functionality and the media in order to guarantee public interest.
