Summary/Abstract: The integration of Romania in the European Union called for a modern public administration, flexible and effective, as a prerequisite for structural transformation of central and local public authorities, undertaking a profound reform in all areas of social and economic, as well as increasing the role of the citizen decision making.Both strengthen local autonomy, administrative and financial, the need to remedy the structural deficiencies in functioning of public administration and the development of strategies to improve long-term government capacity, and improving the general legislative will represent a fundamental change in the ratio of administration and citizens, placing greater emphasis on efficiency.
