Summary/Abstract: Slavoljub Popović described decentralization as essential for modern world. According to him, decentralization is defined as a process of transferring responsibilities from central to non-governmental bodies. He studied the different types of decentralization with a lot more attention to a territorial then a functional type. He criticized, from an academic standpoint, the Constitution of 1974. When it comes to regionalism, in scholar community dominates perception that Miodrag Jovičić was pioneer in this field. However, author points out that Slavoljub Popović gave a first comparative survey of the regionalization in world, while Miodrag Jovičić was trying to form new complex state as a better solution for Serbia and Montenegro (following the examples of Italy and Spain). According to Slavoljub Popović regionalization is form of decentralization, a way to ease existing contradictions within a state. In addition to traditional criteria and aspects of decentralization, he emphasized economic development aspects of decentralization (balanced economic development).
