Summary/Abstract: One of key tasks in implemention of new Constitution of Serbia is reform of state administration and local self-government. However, changes in these areas were started in 2004 by adopting the Strategy for Reform of State Administration, but the full realization of the essential, conceptual changes developed in recent years when new laws were adopted in various fields of social life, especially in the system of local government. Although the key legislation in a field of public administration were enacted before adopting current Constitution, one can say that it contains solutions that are in accordance with European standards and principles of the so called “European administrative law”, although it does not exist in institutional sense, so there was no need for compliance with the Constitution of 2006. On the other hand Laws concerning local self-government were adopted in late 2007 and they are fully compliant with Constitution of Republic of Serbia, and also with European Charter of Local Self-Government, which, unfortunately, our country was the last to ratify, among all the European countries. Enactment of some laws in the field of state administration and local government is still necessary, in order to get a fully consistent System. Some of the laws are in a process of making, some are to be adopted, and for making of some initiative was given in this paper.
