Summary/Abstract: According to the provisions of the Treaty of Lisbon external relations of the European Union consist of a lot of areas of cooperation: External Action (common commercial policy, humanitarian aid, development cooperation etc.) the Common Foreign and Security Policy (CFSP) and the European Neighbourhood Policy (ENP). The main purpose of an article is an analysis of the decision-making system in the area of external relations of the European Union and differences in this area and answering the question if under the auspices of the new provisions of the treaty the EU is able to overcome dualism in this sphere existing in the period before entry into force of the lisbon reform. The theoretical basis of an analysis is the theory of international regimes and especially the theory of decision regimes. Article consists of introduction, three parts and conclusions. In the first part there is an analysis of the possibilities of using the theory of international regimes and especially the theory of decision regimes towards the description of the decision-making system in the area of external relations of the EU. The second part is the description of the decision-making system in the area of external action and on the external dimension of internal policies of the EU. The third part is the analysis of the decision-making system in the area of the Common Foreign and Security Policy of the EU.
