Summary/Abstract: The first turning point of the integration between the Turkic countries was the disintegration of the Soviet Union. Until the demolition of the bipolar world order, the Turkic countries were unable to develop political, economic and cultural relations directly between themselves independently of the global powers (USSR and NATO). Turkey was the first state to recognize the independence of the post-Soviet Turkic countries and pursued foreign policy which aimed the strengthening their sovereignties. Likewise, new Turkic countries have put into practice a foreign policy strategy based on strengthening relations with Turkey. This article tackles the issue of institutionalization of the integration processes among Turkic countries during the period from 1991 to 2016 in the framework of the Turkic Council Summits held at the presidential level.
