Summary/Abstract: Development agencies are regional organizations which have been established for the purpose of accelerating regional development, ensuring sustainability and reducing inter-regional and intra-regional development disparities in accordance with the principles and policies set in the national development plan and programs through enhancing the cooperation among public sector, private sector and non-governmental organizations, ensuring the efficient and appropriate utilization of resources and stimulating local potential. Zafer Development Agency is also a regional development agency operating in TR33 NUTS Level 2 Region consisting of Afyonkarahisar, Kütahya, Manisa and Uşak provinces located in Northern Aegean part of Turkey. In this study; the importance of development agencies particularly in terms of accelerating regional development and eliminating disparities between the regions is emphasized, the role and effects of regional development agencies on development process in Turkey is examined in the case Zafer Development Agency, which is active for over 7 years. The study reveals that regional development agents have provided significant support to the regional development efforts of Turkey, via projects developed and/or pioneered/promoted by considering the dynamics, potential, economic, financial and social capacities of the regions.
