Summary/Abstract: City Security Management System (CSMS) known as Mobile Electronic System Integration (MOBESI) has been used as a new security application in the security units since 2001. It has been established for every province. It is placed in some area that is important in public places, mainstreet, street, intersections and where people passing intensely. As a priority, it is aimed to use for preventing and lighting crime but also used for controlling traffic. It has been become important security policy that government has supported since 2008. It can be said that the new security policy has important benefits in the fight against crime. But there are some critique on it that has no legal procedures for, some risks to intervene rights and freedoms, the lack of sufficient scientific studies on the functioning of the system and police that is one authority on the system. In this study, MOBESI policy of General Directorate of Security (GDS) and critique on it in different sizes have searched.
