Summary/Abstract: Corruption is an important issue disrupting the social order especially in developing countries, creating unrest among people and shaking the very foundation of the economy. In developing countries including Turkey, corruption is a frequently encountered problem, particularly in public affairs - like public procurement of goods, services, construction work or property. The Public Procurement Law numbered 4734 was introduced in 200 with a view to preventing corruption and creating a supply legislation that is more competitive, transparent and based on equal treatment. As yet, it is not possible to claim that the underlying goal has been achieved in a strict sense. This study attempts to shed a light on the corruption risks in laws enacted in the context of public expenditure; Open Tendering Procedure, Tendering Procedures Between Certain Bidders, The Negotiation Procedure, Public Private Partnership Model and Direct Supply Procedures which has been organized as a recruitment method in Public Procurement Law numbered 4734. Recommendations for the prevention of corruption are presented.
