Summary/Abstract: In the article the basic normative-legal base of migcoultournogo dialog in Europe is examined. The various instruments of Advice of Europe are analysed: conventions and agreements, that impose the obligation on all or the separate states of Advice of Europe, and also recommendations, declarations. Program of collaboration between Ministry of culture and tourism of Ukraine and Ministry of culture of Russian Federation on 2010-2014. is given.
