CONSIDERATION REGARDING THE HUMAN RIGHTS EVOLUTION AND THE INTERNAITONAL SECURITY ENVIRONMENT DYMANIC

Summary/Abstract: Democracy becomes the model of state organization, under the impact of globalization, and protection of human rights is a prerequisite for the existence of democracy and the rule of law. The issue of human rights has evolved gradually from an internal problem of the state to one international problem. The human rights represent a fundamental value of a democratic society, a pre-existing condition and also a structural element of the national security, together with multiparty political system, fair justice for all citizens, and protection of private property. The concept of human security acquires a new dimension, to be reconsidered in terms of new vulnerabilities, risks and threats facing mankind today. Human security must take precedence over other aspects of security and should complement the specific policies concerning state security, human rights and human development.
