Summary/Abstract: Over time, the human rights and fundamental freedoms have been regulated in international legal instruments, but also in national legislation. Starting from the principle of universality of human rights, they have often been proclaimed and sustained, but also frequently violated. Unfortunately, the twentieth century and first decade of the present century gives us many examples. From the perspective of the evolution the international legal instruments, the Treaty of Lisbon has opened a new institutional framework for the European Union. Also, the human rights issue during the conduct of multinational operations is increasingly a concern in the global security context.
