Summary/Abstract: This paper presents an analysis of the national legal and institutional framework for the protection and support of children at risk. The author makes analytical overview of the activities and functions of the different ministries concerned with the protection of children at risk. Specific functions of the municipal system to assist and protect children who are in risky situations are laid down. Mechanisms for optimize the prevention and protection of children at risk through social and educational measures are proposed.
