Summary/Abstract: The small and medium-sized business sector is the subject of research and analyses of many disciplines because the small and medium-sized enterprises constitutes the base of all contemporary market economies. The creation and development of small and medium-sized enterprises is the result of present culture of entrepreneurship in the social attitudes, favorable systemic (institutional) conditions, as well as properly developed and implemented state programs. This perspective leads to the conclusion that the level of entrepreneurship in the country is determined by institutional factors resulting from functioning of government and nongovernment institutions which include, among others, government policy to support entrepreneurship, the tax system, administrative procedures, the financial system and education system. The author of this study focuses on the discussion that take place in the economic theory on the institutions. Attention is also focused on the institutional determinants and on institutions of enclosing of small and medium-sized business sector. The purpose of this work is to describe different presentations of the concept of institutions (traditional institutionalism and New Institutional Economics) in the economic theory and describing institutions supporting the development of economic activity in Poland.
