Summary/Abstract: Expenditure of public funds is meeting public needs of the countries. The participation of the public sector in countries is different depending on the social reception of the supported policies. The participation of the public sector in transitional countries, as well as in Bosnia and Herzegovina shows properties of social sensitivity which were inherited from the previous political system, but also shows unwillingness to include the private sector in order to meet specific public needs. By analyzing the structure of public expenditures, it can be concluded that the public sector, in addition to meeting specific public needs, performs this with a high degree of inefficiency. By the creation of the institutional surrounding for the business operation of the private sector, the public sector influences, through the fiscal policy, the amount of transactional expenditures in economy through the overall fiscal burden. Due to this, the public sector is constantly exposed to pressure to increase rational expenditure of budget funds, to improve the efficiency of public goods provision and to increase quality of public services. With the adoption of the Reform Agenda, the government of Bosnia and Herzegovina (B&H) opts for an access which, among others, with the increase of public sector efficiency, will create space for strengthening the private sector by using the expenditures of public funds as an accelerator of the profit sector. This work analyzes the access to measuring the efficiency of the public sector which is adopted in international scientific circles and international development institutions which support such a reform type in transitional countries and compare the efficiency of the public sector in surrounding countries. The aim of the work is to show the possibility to measure the efficiency of the public sector, but with the intention to improve their efficiency by managing expenditures for performing public services and to open possibilities to support business entities and the economic development in Bosnia and Herzegovina.
