Summary/Abstract: State budgets, while being adopted, imply a democratic discussion directed towards the selection of needs to be budget funded. In less developed countries, meaning the countries with a lower GDP, all the needs cannot be classified as those of priority, and depending on the scope of needs that must be postponed for “better times”, there remains or increases the number of entities in the country not content with the fact that their needs cannot be met by the current budget. Creating preconditions for the expansion of the needs coverage of all the entities in a society by the budget implies a larger fiscal burden of local entities by the new levy or an increase in GDP as a base to which, under the existing fiscal burden, larger public revenues will be available. However, an increase of GDP requires a commitment of public funds towards an expansion of the economic base of society and its direction towards the areas that will achieve the fastest GDP growth.
