Summary/Abstract: Urban renewal projects are conducted by city officials in order to determine the risky parts of the old city, and to restore the old, deteriorated, collapsed parts of ghettos and to add economic value to these parts of the city. Urban renewal projects closely concerned the residents of the city. Therefore, participation in the urban management is the right of the city residents of the city as well as the city officials. Ensuring public participation in the decision of urban renewal projects improves the success rates of these projects. The main aim of the paper is to show that it is necessary to provide the participation of people who are affected from the urban renewal projects in the decision making process. The assumption of the paper is that legal legislation does not provide the participation of the people in the urban renewal projects and the majority of the residents of the city do not have sufficient urban consciousness. The historical, descriptive and statistical methods were used together in this paper.
