Accessibility Responsibilities for Municipalities for People With Disabilities: The Barrier Map Project of Çorum City Center

Summary/Abstract: The assumptions of the study are that life qualities of disabled people are very much affected from the availabilities in outdoor places; that the handicaps in front of the non-disabled cities in Turkey are not in legislations but in the application and that these solutions should primarily be provided by municipalities. The data confirming these assumptions are reached in Çorum center district with the project of "Çorum Engel Haritası" which is done by "Action Research" method. As a result, it has been observed that the municipality should increase the number of specialists for unimpeded access, expand the scope of technical and statistical studies and update frequently. Additionally it was also observered there is also the need to increase the professional knowledge of planner and enforcement personnel to produce more user friendly works. The study plan is as follows: After the introduction, initially basic concepts are defined. In the following section, a frame about the theoretical accessibility dimensions is presented. In the following sections, firstly the evaluation of the situation in Turkey and then the information of the project which constitutes the field study are explained. “Findings and Discussion” section is followed by "Conclusion" section.
