Summary/Abstract: The text has two almost separate parts. The first one is a quite detailed presentation of a book written by the notorious British military historian John Keegan. The book is called Battle at Sea and presents and evaluates four major episodes of the modern and contemporary world history: the battles at Trafalgar (1805), at Jutland (1916), at Midway (1942) and for the Atlantic Ocean, in World War II. The second part of the text is an essay dealing with a major topic of the theory of international relations, that of national power. The author, clearly and deeply influenced by the realist theory of Hans J. Morgenthau, uses many fragments in Keegan’s book to evaluate with many details in which way the competitors involved in the already mentioned four major historical episodes were aware of – and able to fulfill – the need to implement a proper balance between resources and policies, in order to win major strategic victories.
