Summary/Abstract: The below commentaries refer to a document that represents an authentic testimony about the realities of the 19th century: historically, Moldova and Wallachia are directly connected to the Russo-Turkish War of 1828-1829. Politically, the victory of the Imperial Russian Army places the two territories under Russian rule. For many commercial activities, these circumstances require the approval of the new authority. Linguistically, the document, written in Romanian and translated in French by its author, confirms the latter as the lingua franca used by the petitioner in his rapport with the official authorities of that time.
