Summary/Abstract: The article aims to analyze three observable obstacles facing the systems of science and education in Bulgaria, and, based on a relevant assessment of the intrinsic cultural and practical role of the two institutions for the prosperity of society, to propose adequate reforms in government policy for improving their functioning.
