The participation of local government units in the financing of modernization of the land and buildings register

Summary/Abstract: The article gives an overview of legal procedures related to the process of modernization of the existing land and buildings register and the participation of local government units in the financing of this process. The research carried out in the Mazowieckie Voivodeship has shown, that 46% of all expenses on modernization of land and buildings register come from the European Regional Development Fund, 39% of expenditures are own resources of local government units, and only 15% of funds come from the state budget. In the article there is also made an attempt to clarify so far inconsistent concepts of “the land and buildings register” and “the cadastre” present in the current legislation. The author argues, that the transformation of the land and buildings register into the real estate cadastre is the result of completing the process of modernization of this register made in accordance with the Act “Geodetic and Cartographic Law” and the “Regulation on the land and buildings register”.
