Summary/Abstract: The peculiarities of investments in human capital are considered. The division of the peculiarities depending on stages of a life cycle of a human and human capital into a primary investment and a secondary one is substantiated. The author presents rational and irrational components and factors of economic behavior of a household, a firm,and a state as institutional investors in human capital. The expediency of the development and the implementation of a state policy aimed at the creation of social and economic and institutional conditions for effective investments in the development of a human is substantiated.
