Summary/Abstract: The annulment of normative administrative acts is the only remedy for the excess of power or sometimes incompetence and / or misleading intentions of some of the decision-makers within administrative or executive bodies (Government, line ministries, local government authorities etc.). The provisions under Law no. 554/2004 allow for action against administrative acts of a normative nature, both with an action for annulment and with a request for provisional measures (suspending the effects of the administrative act until the final settlement of the action for annulment). The arguments that can be used for the annulment of regulatory administrative acts are relatively few, as the opportunity for the executive to adopt such acts cannot be subject to censorship by the courts. In the present paper we propose to treat, from a very practical perspective, the arguments that can be used for the annulment of a normative administrative act.
