Summary/Abstract: Over the last decade, Montenegro has progressed considerably, both politically and economically. As a result, the country is firmly set on the path leading to European and Euro-Atlantic integration. In addition, Montenegro has played an exemplary role in the region, being the most successful post-Yugoslav multi-ethnic state. Throughout this period, it has maintained close relations with the West while decisively resisting increasingly aggressive Russian behavior. Nonetheless, several important challenges for Montenegro remain. The rule of law needs to be strengthened and, in that context, the judicial system must demonstrate independence from political influence and greater efficiency in battling organized crime and corruption. Civil service in Montenegro requires further reform so as to be able to successfully implement the newly adopted EU legislation. In the political sphere, most opposition parties still appear reluctant to accept Montenegro’s state independence and European perspective. We should hope for the emergence of a viable, constitutional, and pro-European alternative to the ruling Democratic Party of Socialists as this would allow for a normal alternation in power which Montenegro is yet to experience.
