Summary/Abstract: The issue of Kosovo's final status, in abeyance since the end of the NATO/Yugoslavia war in 1999, will need to be decided in a process led by the U.S. and EU (not by the UN or UNMIK) beginning in 2005 or at the latest in 2006. None of the concerned capitals – Belgrade, Pristina, Washington and Brussels – is ready. All need to begin preparations now. The outcome of a final status decision is still uncertain, but will be affected not only by the political situation in Belgrade and Pristina but also by the relationship between Serbia and Montenegro as well as concerns about the sovereignty and territorial integrity of Bosnia and Macedonia as well as in Iraq, Russia and China.
