Summary/Abstract: The theory of political opportunity structures stems from political sociology. It was originally used to research social and political movements. At present, it can be practically used for the interpretation of the factors that create opportunities to develop cross-border cooperation. Also, it can be applied to the ability of the local actors to exploit the opportunities they offer.
