Summary/Abstract: The Second World War caused a great destruction all over the world, especially the European geography. There was a development push to erase the traces of destruction. The US and the USSR tried to find supporters in order to increase their effectiveness in the new process and supported the states they had close relations with in the military, political and economic direction. The main purpose behind the support provided was the desire to receive underdeveloped countries under the name of aid and development. The efforts of the Soviets to go down to the Middle East, the Indian Ocean and the Mediterranean in 1946, worried Britain that did not want to lose control of the region but there was not enough power to stop this movement. The announcement of the United Kingdom to the United States to stop aid to Turkey and Greece after the war since March 1947 was an important factor in accelerating the aid process for the United States. The United States, which is based in the United Kingdom, has developed its own expansionist policies through the world to stop the Soviet expansionist policy. The transfer of the British constitution to the US has made Soviet Russia's business extremely difficult. This period, considered as a significant development at the beginning of the Cold War Period, it made easier for the US to have a voice in the Mediterranean and the Middle East. US President Harry S. Truman's declaration of military aid to Turkey and Greece on 4 March 1947 has given a new dimension to the power races in the region.
