Summary/Abstract: This paper examines the fundamental question how Bulgarian Administrative Law shall integrate the new European Union models of governance. They urge us to think of procedures more as a system of communication between administration and citizens rather than as an instrument for law enforcement. The concept of ‘administrative procedure’ emerges in the perspective of Comparative Administrative Law and proves to be able to cover the new domains of administration in place in the European Union.
