Summary/Abstract: The paper is an approach of plagiarism in the view of a civic intervention developed by a non-governmental association. Since the intervention initiative has emerged in a social context in which state institutions have not acted, the notions with which they work in a less operational legal context are grounded. As intervention implies the use of an IT application, it is specified the intervention by specifying all the essential requirements of the developed system. It presents the system known as the Index of Plagiarized Works in Romania, hosted by www.plagiate.ro as an IT application and a lot of relationships and defines the effective levers that civic intervention has at hand. Interpretation of several suggestive cases allows a brief assessment of the extent to which the effects are achievable. Apart from the systematic way of realizing the plagiarism deterring system, the work is also an example of the development of a civic intervention.
