Summary/Abstract: RESEARCH OBJECTIVE: This article aims to introduce new rules of regional aid in the EU as laid down in the Guidelines and the Regulation on block exemption and an indication of the possible effects of their use. THE RESEARCH PROBLEM AND METHODS: The problem of research is to determine how new rules for regional aid in the EU affect the direction, size and the possibility to grant aid by Member States. The article was used by analysis and logical reasoning in relation to the new rules contained in the regional aid guidelines for 2014‑2020 and the Commission Regulation No. 651/2014, reports of the European Commission and the method of quantitative analysis of the Eurostat statistics, as well as Commission decisions on the regional aid schemes. THE PROCESS OF ARGUMENTATION: The line of reasoning consists of two parts constituting the analysis of new aid rules introduced by the Guide‑ lines on regional aid, which complements the analysis of the provisions of the new Regulation on the block exemption. The last part of the work presents a quantitative analysis of the Eurostat statistics and qualitative reported by EU regional state aid schemes. RESEARCH RESULTS: Analyses show that the new rules on regional aid, and especially the requirements for investments, limit the possibility of transfer of economic activity between the countries due to the offered state aid. This can make it difficult for regions with low‑tech attracting foreign investment. The ambiguity in the Guidelines used the term diversification with investments of large enterprises gives the Commission the possibility of broad interpretation and acceptance of applications for state aid. CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: It should carefully prepare and execute programs of state aid to achieve its objectives and does not expose the objection of illegality of the support in the regions.
