Summary/Abstract: The article is devoted to the investigation of the role of the vocal characteristics of the oral speech in the rhetorical discourse. The author described the features of phonetic aspects of oral public speech at various stages of its preparation and utterance. The main attention is paid to the requirements for breath and articulation, orthoepic normativity, using of sound repetitions, onomatopoeia, rhyme and the expressive potential of different kinds of accents and components of intonation.
